How PRS Began
Permian Regulatory Solutions, PLLC was founded by oil and gas regulatory expert Mark Henkhaus, after many years of regulatory experience from both the regulator’s perspective and from the oil and gas industry’s point of view. This unique background makes Mark’s 38 years of experience a valuable advantage when working complicated regulatory issues with the agencies in Texas and New Mexico.
Background in Oil and Gas
Over Mark’s career, he worked for the Railroad Commission of Texas for over 28 years in three district offices, including 19 years as the District Director of the Commission’s Midland district office, responsible for overseeing the oil and gas industry in the vast Permian Basin. He then joined EXCO Resources, Inc. as Regulatory Manager, building and managing an efficient regulatory team responsible for all activities in Texas and Louisiana. After EXCO, he joined Apache as Regulatory Manager, establishing and managing a well-respected and active regulatory team responsible for permitting and compliance in all drilling and production activities in Texas and New Mexico.
Service to the Industry
Mark has served the industry since 2014 by chairing the Regulatory Practices Committee for the Permian Basin Petroleum Association (PBPA). He was also a select participant in the recent revisions of New Mexico’s horizontal drilling rules, and a select participant in the recent revision of Texas’ Statewide Rule 40 pertaining to acreage assignment in horizontal development. Over the last several years, Mark has participated on the Permian Basin Water in Energy Conference board, the Midland College-SPE-PBPA annual Environmental and Regulatory Seminar organizing board, and is a member of the Bruno Hanson/Midland College Environmental Excellence Award advisory committee. He is also an active member of the Texas Oil and Gas Association (TXOGA) Regulatory Practices Committee and Texas Independent Producers and Royalty Owner’s Association (TIPRO) Regulatory Issues Committee.

With this background, Mark is uniquely positioned to provide oil and gas consulting services to solve complex regulatory problems and find solutions for any oil and gas operator, large or small. Mark has proven relationships with the agencies’ decision-makers in the Permian Basin, Austin, Santa Fe and Carlsbad and can provide expert advice on many different issues the operator may face, and this guidance comes from the varied perspectives that can only be obtained with the background Mark has.
